Otherwise no you don't have to do anything, you'll either get something or you won't. For most players, balcony and drinks is top of the mark. You're unlikely to get a better offer by waiting unless your play was high (10k+ points and I stress the +) and even then, if you haven't cruised much you probably won't get the best offers until you have a longer history with Carnival.
